The Public Institution "National Office for Infrastructure Development – Moldova Project" (ONDIMP) was created by Government Decision No. 602 of August 28, 2024, to strengthen the state’s capacity to implement investment projects and provide technical assistance in the field of infrastructure.
ONDIMP ’s mission is to support the Ministry of Infrastructure and Regional Development, its subordinate structures, as well as other relevant entities, in the implementation of projects financed from internal and external sources.
The institution coordinates, manages, monitors, and evaluates all aspects of implementation, including the organization and conduct of procurement procedures for goods, works, and services, in accordance with the requirements of development partners, international financial institutions, and donors, as well as the applicable national regulatory framework.

Main Functions:
Providing support for the efficient implementation of projects, in line with the established objectives;
Assessing and monitoring project implementation, expenditures, and submitting progress reports;
Organizing the procurement of goods, works, and services within the managed projects, in compliance with the requirements of development partners and international financial institutions, and concluding awarded contracts (or countersigning them, where applicable)
Supervising and verifying the quality of executed works, delivered services, and supplied goods;
Managing the financial resources allocated to projects, in accordance with assistance agreements and the approved budget;
Carrying out the disbursement of financial resources allocated to projects;
Providing support for financiers’ supervision missions and implementing their recommendations;
Facilitating cooperation among foreign partners, public authorities, and economic operators involved in projects;
Drafting and submitting project proposals for approval to the Ministry of Infrastructure and Regional Development;
Initiating and coordinating the studies required for the substantiation and implementation of projects.
ONDIMP coordinates all stages of the implementation of investment projects, from the identification and technical-economic substantiation stage to the final reception and post-implementation evaluation. In this process, the institution coordinates the relationship between entrepreneurs, designers, consultants and beneficiaries, ensuring compliance with contractual terms, technical standards and quality requirements.
The Office’s activity is guided by the principles of legality, efficiency, transparency, and integrity. Its internal structure is organized into specialized services—procurement, monitoring and evaluation, technical implementation, financial management, legal and human resources, document management and communication, and administration—ensuring an integrated and coherent approach to each project.
The implementation of investment projects takes place in distinct stages:
• Identification and selection of projects in correlation with sectoral strategies.
• Approval and securing of financing.
• Technical preparation and initiation of procurement procedures.
• Implementation and supervision of works.
• Continuous monitoring and evaluation of results.
• Final reception and transfer to the beneficiary.
The Board of Directors represents the supreme collegial supervisory body, responsible for strategic orientation, budget approval, and monitoring institutional performance.
The Director exercises the executive function, ensuring the operational management and representing ONDIMP in relation to public authorities, development partners, and project beneficiaries.
